Where do I enroll my LMR for the Planning Year 2027/2028?
LMRs and Demand Resources (DRs) will enroll in the Locational Enrollment Service (LES) starting 12/1/2026 for the Planning Year 2027/2028 enrollment window. Behind-the-Meter Generators (BTMGs) and Emergency Resources (ERs) will continue to enroll in the Module-E Capacity Tracking (MECT) tool.
Why is MISO moving LMR-DR enrollment into the LES?
The LES modernizes enrollment, provides improved system integration, allows scaling for future demand response growth and streamlines approvals to improve customer experience. It allows MISO to streamline all of the emergency resources under one platform for LMRs. EDR, and DRRs.
What should I do to prepare for LMR-DR enrollments in LES?
Request LES access through your Local Security Administrator (LSA). Review the LMR Checklist. Start discussions with your Local Balancing Authority (LBA) about Location and EP node requirements. Any questions about how to prepare should be submitted via a case in the MISO Help Center.

Which LMRs require Location information?
All LMR-DRs enrolling in Planning Year 2027/2028.must provide an address per asset in the LES.
What information is required for Location information?
Location information is typically a mailing address, however, if an address is unavailable, you may provide a utility bill with matching Utility Meter Number(s) or obtain pre-approval from MISO to move forward with enrollment.
What EP node data is required?
EP node data is required for any LMR-DR with 5 MW or more in at least one season. If the enrollment is below 5 MW in every season, EP node data is not required.
Can multiple EP nodes be associated with a single LMR?
Yes, multiple EP nodes may be associated with a single LMR/ You do not need to split the LMR into multiple registrations.
What documentation is required for an LMR?
You must provide a contract covering all registered seasons and demonstrating how the resource will achieve its demand reduction. The contract or supporting documentation must include MWs or Firm Service Level (FSL) and response time expectations.
What supplemental documentation is required?

What supplemental documentation is required?
- A detailed description of how the Market Participant intends to carry out the load reduction program.
- Confirm the seasonal capability equal to or less than the seasonal Peak Load minus the Firm Service Level (FSL) (where FSL is applicable)
- Documentation that the demand response load reduction is not exclusively accomplished and dependent on the dispatch of a BTMG owned or operated by a wholesale or retail customer
- Ensure an LMR can deploy the minimal number of seasonal deployments in the seasons in which they are registered (5 in Summer and Winter, 3 in Fall and Spring).
What testing evidence is required?
Submit meter data for the test day, confirm it was performed at the registered notification time and demonstrate 50%-100% of seasonal capability, if performance is below 100%, include an explanation and methodology. Provide meter data for 10 days around MISO seasonal coincident peak. Tests below 80% require an officer attestation.
What are the requirements for testing Firm Service Level (FSL) resource?
The test must show load reduction to the FSL without dropping below the FSL.
Can MISO request additional information?
Yes, MISO may request clarifications or additional documentation, and templates may change to align with Tariff or FERC Orders.
