What is economic reconfiguration?
Economic reconfiguration uses MISO’s topology optimization efforts to improve the efficiency and reliability of the power grid by strategically altering the network configuration. Market participants submit their reconfigurations due to outages or constraints, and MISO analyzes these to maximize market efficiency.  

Who can have access to economic reconfiguration studies?
To access the economic reconfiguration studies must a CEII on file and be listed on your company’s Appendix A UNDA. The CEII on file must match the Entity Name on the UNDA Appendix A.

Where are economic reconfigurations posted?
This information is posted on the MISO Extranet.


How do you get access to the Extranet?

How to Submit Access Request
1) Login to Help Center
2) Select My Support
3) Click Open a New Case


4) On Category from the drop-down select Request Access to Restricted Content.
5) For Type from the drop-down select Restricted Content Access Inquires.
6) In the Description box type Economic Reconfiguration
7) Click Submit.


Where do I see the Economic Reconfigurations once granted access?
These are posted to the MISO Extranet.


What is posted on the Extranet?
The Extranet posting reflects that an Economic Reconfiguration has been submitted, the anticipated start and end date, plus study status. It will state once the study is finished whether the reconfiguration has been approved or not approved.



What do the columns reflect?
Anticipated Duration Start Date and Anticipated End Date – Start and End of Reconfiguration
Target Constraints for Unit – constraint targeted for reconfiguration
Active/New: Submitted but study has not started
Active/In progress: Submitted and under study
Resolved/Denied: Failed any part of the study process or TO denies
Resolved/Granted: Passed study process

How can I submit an Economic Reconfiguration for MISO to study?

If a reconfiguration is approved, will the discretionary outages appear for the entire period or only on the days the constraint in question is at risk?
Reconfigurations are not dynamically implemented based on current constraint congestion.  They are implemented at the start of the studied outage and remain for the length of the outage duration studied. This information is reflected on the Extranet by the Duration Start and Duration End dates.  The ultimate decision for whether or not an approved reconfiguration is implemented is by MISO RT Reliability Coordinators prioritizing reliability alongside current grid conditions.

If a specific reconfiguration change is approved for a specific constraint/contingency listed, and a different contingency is identified in the DA/RT model, will the reconfiguration be used, or will it require additional analysis to determine if the new contingency is mitigated appropriately
No. Reconfigurations are for specific monitored and contingent element pairs and cannot be used for other additional identified contingencies without an additional study.

Where can we find the reconfiguration actions for each solution being analyzed?  If they do not publish this information, then there is an advantage to the participant who submitted the reconfiguration.
The specific grid reconfiguration, such as what breakers are closing and opening, is transmission information that MISO cannot publish without MISO potentially violating the no conduit rule of FERC’s Standards of Conduct for Transmission Providers.
