The following are the requirements for information that needs to be submitted during enrollment in the Locational Enrollment Service (LES) tool.
All new and existing LMRs-DRs need to submit enrollments within the Locational Enrollment Services (LES) tool.
The registration window opens December 1, 2026.

Supporting Documentation
1. Meter Data - For accreditation, Market Participants must provide meter data for all registered LMRs for each season registered.
- For PY 27/28, meter data should span from Sept 1, 2025 - Aug 31, 2026
2. Contractual Obligations - Market Participants must prove a contractual Relationship between the Market Participant and the end use customers in the LMR and must demonstrate:
- Having exclusive rights to represent the Demand Resource for relevant registering seasons.
- Having authority to reduce Demand using the Demand Resource for relevant registering seasons.
- How the resource will achieve its demand reduction, including response time and curtailment MWs
- Proof the Demand Resource is not exclusively accomplished and dependent on the dispatch of a Behind-the-Meter Generator (BTMG)
3. Load Reduction Operating Procedures - How does the operational entity accomplish the Demand reduction?
- Who is to be contacted?
- What steps ae being taken to reduce the load?
- What equipment is being shut down or turned off?
Other Qualification Requirements
Submit Notification Time (in hours)
- No more than six (6) hours advance notice from MISO or the Local Balancing Authority (LBA)
- Obligation to sustain the reduction in Demand for a minimum of four (4) consecutive hours
Submit a minimum number of seasonal deployments for the seasons in which they are enrolled.
- 5 minimum for Summer and Winter
- 3 minimum for Fall and Spring
Confirm Demand Resources at enrollment have equal to or greater than 100kW through each location enrollment
- An aggregation of smaller resources within the same Load Zone CPNode that can reduce demand may qualify in meeting this requirement.
Submit EPNodes for all assets at least 5MW in size
- This does not apply to aggregate, residential programs.
Submit the Demand Reduction Capability Forecast for next 10 years,
Real Power Testing Requirements, Waivers and Deferrals
DR Testing Window 1/1/26- 2/1/27
DR Lookback Window 9/1/25 - 8/31/26
A Market Participant must demonstrate demand reduction capability for each Planning Year on an annual basis through the performance of a real power test.
- Meter data from at least the entire day of the test should be provided
- Test should be within the registered notification time.
- If the resource declares a 2-hour notification time in the LES, only 2 hours could have elapsed from the start of the test to the hour in which the resource achieves the load reduction.
- A Demand Resource shall demonstrate seasonal demand reduction capability for a minimum of 1 15-minute duration.
- Non-FSL Baseline Testing Requirements (Additional context in BPM-011 4.2.7.10.1.
- For non-aggregations - Demonstrate that the Demand reduction amount "achieved must use all equipment that may be curtailed when called during a Scheduling Instruction"
- For aggregations - "Demand reduction must be achieved by the same interval for all resources within the aggregation."

- Demonstrate the ability to reduce demand where test ending point is at or below FSL.
Test Waiver Provisions (Additional context in BPM-011 4.2.7.11)
- Any applicable regulatory authority can either explicitly preclude or explicitly waive a real power test under an approved retail program.
- A Market Participant may request a waiver if the Demand Resource has fully met performance obligations of each issued Scheduling Instruction over a period where at least one Scheduling Instruction was issued.
Deferrals
"A Market Participant with a resource that has commenced operations prior to March 1 may submit a Demand Response Deferral Notice."
- Deferrals should be communicated to MISO via the MISO Help Center.
- Pursuant to Tariff 69A..3.5(m) and further detailed in BPM-011 Section 4.2.7.10
Aggregating Retail Customer (ARC) Specific Items
- Include contracts with each end-use customer indicating rights to require demand resource to curtail load.
- For every season an MP registers a DR, the underlying customer accounts for ARC registrations must be registered under a single DR registration name for every season in which it is registered.
- ARC must demonstrate authority to reduce demand using the Demand Response.
- This would include uploading into the LES a registration a copy of the signatory pages between the ARC and the load asset customers.
