We conduct a Backup Dispatch Drill every month for many years. It was formerly called XML Drill, but since we were in the process (and have since completed) the transition to MUI2.0, we renamed the drill to “Backup Dispatch Drill.”
Although many of our members, have redundant ICCP signals for dispatches, the Backup Dispatch Drill is not a testing of those ICCP signals. The Backup Dispatch Drill is a test of a member switching to follow their Backup Dispatch notifications that they should be receiving from the MISO Market Portal via JSON Listeners looking for those Backup Dispatch MUI2.0 notifications. These Backup Dispatch MUI2.0 notifications are sent every 5 minutes to our members via the UDS as a backup notification to the normal ICCP dispatch targets that the UDS sends members.
For future drills, our members should switch their generation assets that are online to follow their Backup Dispatch notifications from the MUI2.0 notifications instead of following their ICCP dispatch targets for about 15 – 30 minutes. The timing depends on how long the Shift Manager plans to have each Backup Dispatch Drill Group operate using the Backup Dispatches. Members should have JSON listeners pointed to the MUI2.0 Notification site to receive the Backup Dispatch notifications. If a member does not have the capability to switch to backup dispatch notifications, then MISO strongly encourages the member to obtain this capability to maintain the reliability of the Bulk Electric System in the event of an ICCP failure.
