This is a Must-Run type of start instruction issued to an MP to be dispatched by the UDS.
*if just offering MR (Must Run) and that means that the resource is committed. There wasn't a R-Comp start, thus the LAC errors
3 options (maybe number 3 is a good option?), they can either
they can either
(1) change commit status as OU and not get a start,
(2) change commit status as EC and not get a start, or
(3) keep the commit status as MR and get a start
*If option 3 and get a start, their offered MWs need to reflect what the unit is doing.
