Short-Term Reserve (STR) is 30-minute rampable generation capacity provided by online or offline resources to be converted to energy within the STR deployment period (30 minutes). It will be co-optimized with energy and ancillary services products. The product separately addresses market-wide, sub-regional and local short-term reserve needs. MISO developed the STR product to provide a market-based solution for addressing short-term needs and align its markets with the operational challenges that drive STR needs.  MISO is planning a December 7, 2021 launch date.

How will MISO register resources to provide the STR product?

  • For the July model, MISO will pre-qualify assets eligible to provide offline STR, based on Quick Start status. 
      • If an asset is “yes” for Quick Start, it will automatically default to qualified for offline STR.
      • If an asset is “no” for Quick Start, it will default to not qualified for offline STR.
  • MISO will pre-populate defaults for four STR parameters for eligible assets.  These parameters are:
      • Short-Term Reserve On-line Dispatch Status
      • Short-Term Reserve (offline STR Qualified)
      • STR Maximum Offline Limit
      • Short-Term Reserve Off-line Dispatch Status

*Short-Term Reserve (Offline STR Qualified) is the only registration parameter that cannot be updated in market offers.
** Dispatchable Intermittent (DIR) and Intermittent generators cannot provide Short-Term Reserve and will be assigned the 'Not Participating' default.

Most of the default parameters can be updated in the Market User Interface (MUI). However, the default parameter for Short-Term Reserve (Offline Short-Term Reserve Qualified) cannot be updated in MUI and must be updated by September 15 deadline in order to provide offline STR at product launch.  Only Quick-Start assets will automatically default to qualified for offline STR.

What do Market Participants need to do?

  • Market Participants are asked to review the pre-populated parameters.  These parameters will be visible in the Portal “All Assets” report with the July non-topology confirmations.
  • Confirmation is NOT required for the initial pre-populated default parameters.
  • If there are no changes, no further action is required. 

What if changes to the pre-populated parameters are required?

What if I have an eligible asset that was not pre-populated as eligible for STR?

  • All Market Participants are asked to review their parameters. 
  • If a Market Participant is not satisfied with the STR default parameters for its asset, parameters can be updated through the Attachment B process.
  • Requests must be submitted by September 15, 2021 to be eligible for the planned STR launch of December 7, 2021.
