Load Serving Entities (LSEs) that choose to use a Fixed Resource Adequacy Plan (FRAP) must designate a sufficient volume of Planning Resources located in the same (Local Resource Zone) LRZ as their Planning Reserve Margin Requirement (PRMR). This is to meet their Local Resource Zone requirement.
