Minimum Down Time and Minimum Run Time are generator offer parameters determined by the resource owner.  


Minimum Run Time is the minimum number of hours that the Resource owner requires between the time the Resource is released for shutdown by MISO and the time the Resource is scheduled to be released for dispatch to MISO 


The words “begin operations” and “following shut down” refer directly to the Resource’s Commitment Period (also commonly referred to as Start Instruction) that can begin following the previous Commitment Period’s Stop Time.   


Minimum Down Time should include the Shut-Down Time and the Start-Up Time to ensure that MISO systems recognize the constraints described by all of the operating parameters on cycling the Resource in the commitment process.
